I just did a quick search and the average budget of Toei Animation animation this Wano Kuni Arc is about 10Million Yen or roughly 90k Dollars per episode. Bro... just imagine the budget they spent on this episode...

Sorry to disappoint but One Piece is gonna look like this for the rest of it's episodes, a quick Google search would tell you that Toei is one of the richest japanese animation studios out there, the quality of Wano isn't because of budget, more money dosen't mean better animation, it's because Toei has been improving working conditions for its staff, there's more time for them to prepare for things, that's why the animation for Wano has been like this

If I'm not mistaken Toei was also one of the few animation companies to have unionization early on (like back when Hayao Miyazaki was there) so that checks out.
